VIRGINIA-BASED PUBLIC AFFAIRS · GOVERNMENT RELATIONS · ADVOCACY
Decisions that affect your business get made in Richmond and at city hall.
EWR Management Group makes sure you’re in the room before they’re made. We help businesses and organizations build the government relationships, community support and advocacy strategies that move issues forward.
Government From the Inside
A former Virginia Beach City Councilmember leads the firm. We know how decisions actually get made and why some meetings get taken and some don’t.
Relationships Already Built
Twenty years of working relationships across Virginia business, government and civic organizations. We don’t start from a list.
Advocacy Campaigns that Move Decisions
Coalitions, grassroots and grasstops engagement, public comment programs; each built for contested issues in energy, healthcare and ballot questions.
Personal, Strategic Counsel
Boutique by design. The person you meet is the person doing the work. Our approach means thoughtful guidance and attention to your goals.
Who We Are
Relationships Matter. Experience Makes the Difference.
EWR Management Group is a Virginia public affairs firm that helps businesses and organizations build the government relationships, community support and advocacy strategies they need to move important issues forward.

Our approach
Who we are
The firm is led by Shannon Kane, a former Virginia Beach City Councilmember. We come at every engagement having sat on both sides of the table: as the elected official receiving the ask, and as the advocate making it. Our roots are in Hampton Roads, and our work spans advocacy and regulatory campaigns across Virginia.
What we do
We help clients work with government, engage influential stakeholders and build support for important initiatives. Our work includes government relations, advocacy and issue campaigns, community engagement and strategic communications. Every engagement begins with understanding the issue, identifying the right relationships and developing a practical plan.
Our approach
Public affairs isn’t one-size-fits-all. We take a hands-on, principal-led approach, combining strategic planning with direct outreach and meaningful community connections. Whether an organization needs to navigate a local issue, strengthen its relationships or build support for a broader initiative, we focus on practical strategies that move the conversation forward.
Shannon Kane | Founder & Principal
Experience on Both Sides of the Table
Shannon served two terms on Virginia Beach City Council, where she was the one receiving the ask – from businesses, developers, civic leagues and neighbors. She has spent the years since on the other side of that table, building the coalitions and community support that move decisions.
Before EWR, she led development and fundraising for national nonprofits and spent nine years as Executive Director of Entrepreneurs’ Organization of Southeast Virginia. Those two decades of relationships are the firm’s real infrastructure.
MEET SHANNON
Most organizations call when there’s a problem. The best ones call before.
Thirty minutes, no charge. We’ll figure out whether this is something EWR can help with, and what the right first step would be.
How We Work
A 30 Minute Call
We talk through what you’re facing, what outcome you need, and where you’re stuck. No charge, and no preparation required.
The Blueprint
Most new engagements start with the Blueprint – a four-to-six week assessment of the political, policy and stakeholder landscape, the decision-makers and the opposition, and a recommended strategy with a sequenced plan. It’s yours either way.
The Engagement
Ongoing counsel, a defined advocacy campaign, or a market entry effort scoped to the plan. Some clients take the Blueprint and execute it themselves. That’s a good outcome too.
How We Help
Four Services. One Job: move your issue forward.

Government Relations
Stakeholder and decision-maker mapping, relationships with elected and agency leadership, and preparation for the meetings and hearings where your issue gets decided.

Advocacy & Issue Campaigns
Coalition building, grassroots and grasstops engagement, letters of support, testimony and public comment programs, all aimed at moving one specific decision.

Stakeholder Engagement
Relationships across neighborhoods, civic leagues and the business community, built before you need them, along with the briefings and community meetings that keep them strong.

Strategic Communications
Message development, media relations, and crisis and issue communications, with the briefing materials and talking points your leadership needs when an issue turns contested.
